To All Members of Hemswell Parish Council
You are hereby summoned to attend an ordinary meeting of Hemswell Parish Council, to be held on Monday, 20th July 2026, commencing at 7.00 pm in the Hemswell and Harpswell Village Hall, Maypole Street, Hemswell. Business to be dealt with at the meeting is listed in the agenda below.

The meeting is open to the public, who may submit written questions or statements to the Clerk by noon on the day of the meeting. At the Chair’s discretion, there will be a public session (20 minutes maximum) before the PC meeting, during which members of the public may ask questions or make a short statement (maximum 5 minutes) and invited reports from external representatives and groups shall be heard. It may not be possible or appropriate to discuss matters raised during this session; therefore, the topic may be included on a future agenda or addressed via post/email. Members of the public are expected to be polite, civil and respectful during the meeting.

1. WELCOME & REMARKS
2. APOLOGIES FOR ABSENCE – To receive and accept valid reasons for apologies for absence, these having been submitted to the clerk before the meeting.
3. DECLARATIONS OF INTEREST AND DISPENSATION REQUESTS – To receive declarations of interest as the Localism Act 2011 concerning matters in this agenda and to consider requests for dispensations.
4. NOTES - To consider and resolve to approve the Minutes of the Annual PC meeting held Monday, 18th May 2026 and to sign as agreed minutes.
5. CLERK’S REPORT INCLUDING REVIEW OF ACTION ITEMS– To receive the clerk’s report including review of action items and update of correspondence/communications and outstanding matters and items dealt with under the Scheme of Delegation.
6. BUSINESS MATTERS FOR CONSIDERATION: Supporting documents circulated ahead of the meeting.
a. To review the management and maintenance of the ‘Beck’ including footpath and margins.
b. To receive an update of traffic data from the speed indicator devices on Middle Street, Hemswell.
c. To agree on the dates for the next meetings of the PC Finance Committee (Oct 2026 and Feb 2027).
d. To resolve to approve revisions to the following PC Policies/Procedures: i. Persistent/Vexatious Complaints Policy (V1.0), ii. Data Breach (V1.1) , iii. Training & Development Policy (V1.0)
7. FINANCIAL MATTERS a. To receive the financial report and approve/ratify payments.

9. DATE OF NEXT MEETING – To resolve to agree the date and time of the next Ordinary PC meeting as 21stSeptember 2026, 7:00 pm at the Hemswell and Harpswell Village Hall.
