To All Members of Hemswell Parish Council
You are hereby summoned to attend an ordinary meeting of Hemswell Parish Council, to be held on Monday, 9th March 2026, commencing at 7.00 pm in the Hemswell and Harpswell Village Hall, Maypole Street, Hemswell. Business to be dealt with at the meeting is listed in the agenda below.

The meeting is open to the public, who may submit questions or statements in writing to the Clerk by noon on the meeting day. At the Chair’s discretion, there will be a public session (20 minutes maximum) before the PC meeting, during which members of the public may ask questions or make a short statement (maximum 5 minutes). It may not be possible or appropriate to discuss matters raised during this session; therefore, the topic may be included on a future agenda or addressed via post/email. Members of the public are expected to be polite, civil and respectful during the meeting.

1. WELCOME & REMARKS
2. APOLOGIES FOR ABSENCE – To receive and accept valid reasons for apologies for absence, these having been submitted to the clerk before the meeting.
3. DECLARATIONS OF INTEREST AND DISPENSATION REQUESTS – To receive declarations of interest as the Localism Act 2011 concerning matters in this agenda and to consider requests for dispensations
4. NOTES - To consider and resolve to approve the Minutes of the Ordinary PC meeting and the PC Personnel Committee meeting, held Monday, 19th January 2026 and to sign as agreed minutes.
5. CLERK’S REPORT INCLUDING REVIEW OF ACTION ITEMS– To receive the clerk’s report including review of action items and update of correspondence/communications and outstanding matters and items dealt with under the Scheme of Delegation.
6. BUSINESS MATTERS FOR CONSIDERATION: Supporting documents circulated ahead of the meeting.
a. To review and discuss the plans and terms of the LCC Parish Agreement for Grass Cutting 2026-2027.
b. To consider a Grant Application form submitted by All Saints PCC to support the cost of churchyard grass cutting.
c. To consider Grant Application forms submitted by the Hemswell & Harpswell Village Hall Committee to support the cost of:
i. Playground grass cutting (2025-2026 season).
ii. Purchase of the village Christmas tree (Dec 2025).
d. To review and resolve to approve revisions to the following PC Policies/Procedures:
i. Scheme of Delegation (V1.3). ii. Data Protection (V1.1)
iii. Document Retention & Disposal (V1.2) iv. Safeguarding (V1.0). v. Complaints (V1.0)
7. FINANCIAL MATTERS To receive the financial report and approve/ratify payments.
8. PLANNING MATTERS None Received
9. REPRESENTATIVE REPORTS - Invitations to receive reports extended to County & District Cllrs., Village Hall Committee, and other external agencies and sub-committees as appropriate. For information only. Verbal reports are limited to a 5-minute duration each.
10. DATE OF NEXT MEETINGS – To resolve to agree the date and time of the:
i. Annual Meeting of the Parish – Monday 18th May 2026 - 6.30 pm.
ii. Annual Meeting of the Parish Council – Monday 18th May 2026 - 7.15 pm.
