To All Members of Hemswell Parish Council

You are hereby summoned to attend an extraordinary meeting of Hemswell Parish Council, to be held on Monday, 19th January 2026commencing at 7.00 pm in the Hemswell and Harpswell Village Hall, Maypole Street, Hemswell.  Business to be dealt with at the meeting is listed in the agenda below.

The meeting is open to the public, who may submit questions or statements in writing to the Clerk by noon on the meeting day. At the Chair’s discretion, there will be a public session (20 minutes maximum) before the PC meeting, during which members of the public may ask questions or make a short statement (maximum 5 minutes). It may not be possible or appropriate to discuss matters raised during this session; therefore, the topic may be included in a future agenda or dealt with via post/email. Members of the public are expected to be polite, civil and respectful during the meeting.

1. CHAIR WELCOME & REMARKS 


2. APOLOGIES FOR ABSENCE – To receive and accept valid reasons for apologies for absence, these having been submitted to the clerk before the meeting.  


3. DECLARATIONS OF INTEREST AND DISPENSATION REQUESTS – To receive declarations of interest as the Localism Act 2011 concerning matters in this agenda and to consider requests for dispensations.


4. NOTES - To consider and resolve to approve the Minutes of the Ordinary Meeting held Monday, 17th November 2025, and to sign as agreed minutes.


5. CLERK’S REPORT INCLUDING REVIEW OF ACTION ITEMS– To receive the clerk’s report including review of action items and update of correspondence/communications and outstanding matters and items dealt with under the Scheme of Delegation.  


6. BUSINESS MATTERS FOR CONSIDERATION: Supporting documents circulated ahead of the meeting. 

a. To receive written applications for the office of Parish Councillor for co-option to fill existing vacancies. 

b. To consider, approve and sign the final precept demand for the FY 2026/2027, and to submit paperwork to WLDC by Friday 23rd January 2026. 

c. To receive an update on the WLDC grant application for two permanently mounted, solar-powered Radar Speed Signs on the B1398. 

d. To review and resolve to accept revisions to Hemswell PC policies:

i. Business & Risk Management (V1.1).  ii. Equality, Diversity & Inclusion (EDI) (V1.2)  

iii. Anti-Bribery (V1.0).  iv. FOI Requests (V1.1)


7FINANCIAL MATTERS  

a. To receive the financial report and approve/ratify payments.  


8PLANNING MATTERS  relating to The Hideaway, 12A Weldon Road, Hemswell DN21 5UG.

a. Update on Planning Application: WL/2025/00872 Planning application for change of use from residential to alternative educational provision with respite.


9. REPRESENTATIVE REPORTS - Invitations to receive reports extended to County & District Cllrs., Village Hall Committee, and other external agencies and sub-committees as appropriate. For information only. Verbal reports are limited to a 5-minute duration each.  


10. DATE OF NEXT MEETING – To resolve to note the date and time of the next Parish Council Meeting - Monday 9th March, 2026  7:00 pm.
