You are hereby summoned to attend an ordinary meeting of Hemswell Parish Council, to be held on Monday, March 18th, 2024, commencing at 7:00 pm in the Hemswell and Harpswell Village Hall, Maypole Street, Hemswell. The agenda lists the business to be dealt with at the meeting. Please ensure you have reviewed all necessary documents before the meeting.

The meeting is open to the public, who may submit questions or statements in writing to the Clerk by noon on the day of the meeting. At the meeting, and at the Chairman’s discretion, there will be up to a 20-minute public participation commencing at 7.00 pm when members of the public may ask questions or make short statements to the Council for a maximum of 5 minutes. Please note that issues raised during the public participation session may not be discussed further at this meeting but may be replied to via post or email or added to a future agenda.

2. APOLOGIES FOR ABSENCE – To receive and accept valid reasons for apologies for absence, these having been submitted to the clerk before the meeting.
3. DECLARATIONS OF INTEREST AND DISPENSATION REQUESTS – To receive declarations of interest in accordance with the Localism Act 2011 concerning matters in this agenda and to consider requests for dispensations.
4. NOTES - To consider and resolve to approve the Minutes of the Ordinary Meeting held Monday, 15th January 2024, and to sign as agreed minutes.
5. NOTES - To consider and resolve to approve the Minutes of the Extraordinary Meeting held Thursday, 22nd February 2024, and to sign as agreed minutes.
6. REVIEW OF ACTION ITEMS – To review actions and receive updates from those responsible for the actions.
7. CLERK’S REPORT – To receive the clerk’s report on correspondence/communications and outstanding matters and items dealt with under the Scheme of Delegation.
8. BUSINESS MATTERS FOR CONSIDERATION
a. To review and approve the PC Anti-Bribery Policy (Rev 1.0 March 2024).
b. To review and approve the PC Safeguarding Policy (Rev 1.0 March 2024).
c. To review and approve the Communications and Media Policy (policy created from existing Communications Policy, Media & Social Media Policies).
d. To receive an update following the Internal Audit undertaken by LALC (January 2024).
e. To discuss the proposed 50 MPH speed limit: RE: B1398 MIDDLE STREET, Hemswell.
f. To consider and discuss support and options for commemorating the 80th Anniversary of D-Day.
g. To consider a quotation for cleaning of the Hemswell Village Maypole.
h. To receive an update on the WLDC Community Development Fund grant and progress to date.
i. To consider an application from the Village Hall Committee for a grant toward grass-cutting costs.
9. FINANCIAL MATTERS -
a. To receive the financial report and approve/ratify payments.
10. PLANNING MATTERS –
a. Application 147233, Land to rear of Church Street. To receive an update following the WLDC Planning Committee meeting held Wednesday, 28th February 2024.
b. Application 14671: Land adjacent to 7 Church Street, Hemswell. Revision to application re: size and design of conversion and access and parking arrangements.
c. To consider a proposal to register The Beck, Beck Lane, Hemswell as ‘common land’.
11. REPRESENTATIVE REPORTS - Invitations to receive reports from County & District Cllrs., PCSO, Village Hall Committee. For information only. Verbal reports to be limited to 5 minutes duration each.
