Notice is hereby given for the ordinary meeting of the parish council on Monday 26th September, 2022 at 7.15 pm in the Hemswell & Harpswell village hall.

The business to be dealt with at the meeting is listed in the agenda. 

There will be up to a 15-minute public forum commencing at 7.15 pm when members of the public may ask questions or make short statements to the Council. Matters not on the agenda for that evening's meeting cannot be discussed in detail, but if you wish to raise a non-agenda item, it may be added to the agenda for the following meeting or dealt with in writing.

1. CHAIRPERSON WELCOME & REMARKS 

2. APOLOGIES FOR ABSENCE – To receive and accept valid reasons for apologies for absence, these having been submitted to the clerk before the meeting.  

3. DECLARATIONS OF INTEREST AND DISPENSATION REQUESTS – To receive declarations of interest in accordance with the Localism Act 2011 concerning matters in this agenda and to consider requests for dispensations.

4. NOTES - To consider and resolve to approve the Minutes of the Ordinary Meeting held Monday, July 22, 2022, and to sign as agreed minutes.

5. REVIEW OF ACTION ITEMS – To review the action list and receive updates from those responsible for the actions.

6. CLERK’S REPORT – To receive the clerk’s report on correspondence/communications and matters outstanding.

7. BUSINESS MATTERS FOR CONSIDERATION

a. To review actions necessary to ensure the safety of persons using the Beck footpath.

b. To review quotations for the tree maintenance in the Beck and resolve to appoint a contractor.

c. To consider the request from Springthorpe PC for collaboration regarding the Tillbridge Solar Ltd Development. (Email correspondence B. Mander 21.8.2022)

d. To accept for review the Hemswell Cliff Neighbourhood Plan

e. To consider the frequency of data collection and reporting for the Speed Indicator Device (SID)

f.  To consider Parish Council Governance documents and policies to include: 

  • i. Grant and Donation Policy
  • ii. Hemswell Burial Policy
  • iii. Model Scheme of Delegation Policy
  • iv. Civility and Respect Policy and Pledge
  • v. Adoption of @gmail.com in line with best practice
