Notice is hereby given for the ordinary meeting of the parish council on Monday 21st November 2022 at 7.15 pm in the Hemswell & Harpswell village hall. The business to be dealt with at the meeting is listed in the agenda. 

There will be up to a 15-minute public forum commencing at 7.15 pm when members of the public may ask questions or make short statements to the Council. Matters not on the agenda for that evening's meeting cannot be discussed in detail, but if you wish to raise a non-agenda item, it may be added to the agenda for the following meeting or dealt with in writing.

1. CHAIRPERSON WELCOME & REMARKS 

2. APOLOGIES FOR ABSENCE – To receive and accept valid reasons for apologies for absence, these having been submitted to the clerk before the meeting.  

3. DECLARATIONS OF INTEREST AND DISPENSATION REQUESTS – To receive declarations of interest in accordance with the Localism Act 2011 concerning matters in this agenda and to consider requests for dispensations.

4. NOTES - To consider and resolve to approve the Minutes of the Ordinary Meeting held Monday 26th September 2022, and to sign as agreed minutes.

5. REVIEW OF ACTION ITEMS – To review the action list and receive updates from those responsible for the actions.

6. CLERK’S REPORT – To receive the clerk’s report on correspondence/communications and outstanding matters.

7. BUSINESS MATTERS FOR CONSIDERATION

a. To review the status of the bank mandate and contact change of address [Minute 050-22/23 refers].

b. To discuss and consider grass-cutting services in Hemswell Village:

i. the renewal and award of contract for village grass-cutting services,

ii. the option of contracting back into the parish agreement for grass-cutting services.

c. To identify and discuss training and development needs of Parish Council members for budgetary considerations.

d. To discuss and consider budgetary matters:

i. Six monthly budget review

ii. Provisional precept setting

e. To discuss and consider options and costs for the preservation of the village ‘Memory Books’ [Minutes 26.9.2022 Public Forum iii) refers].

f. To consider adoption of Parish Council Governance documents and policies to include: 

i. Model Scheme of Delegation Policy

ii. Co-option Policy

iii. Document Retention and Disposal Policy

iv. Training and Development Policy

g. To determine and resolve to pay the Clerk’s salary on an ongoing monthly basis.

h. To consider the creation and administration by the Clerk of a dedicated Facebook page for Hemswell Parish Council [Minute 055-22/23 refers].
