MINUTES OF A MEETING OF  HEMSWELL PARISH COUNCIL HELD ON 

MONDAY 15TH JULY  2019 IN THE VILLAGE HALL AT 7.30PM 

 

1. PRESENT:

Cllr. C Black, Cllr. B Mander, Cllr. P Huntley, Cllr. M Foster, 

 ALSO PRESENT: 1 District Councillor

3. ADJOURNMENT 

District Councillor Paul Howitt-Cowan reported due to the election in May the conservatives have a reduced majority of 2. The council has bought the old co-op shop in the market place. This they hope will become a cinema, restaurant, cafe and have parking for 50 cars. The post office will still be retained in the area. 150 houses will be built down Bowling Green Lane off Ropery Road. At the Corringham junction traffic lights will be fitted and not a roundabout. A new refuge collection area will replace the ones at Gainsborough and Market Rasen costing £3.5 million. 
There are two new committees to discuss a parish council boundary review and a conservation review. 

PCSO Julie McFaul sent a written report: 
12/6/19 – Suspicious Circumstances – garden furniture moved around in caller’s rear garden on Dawnhill Lane.

5. MINUTES OF JANUARY PC MEETING 

 PROPOSED: Cllr B MANDER; SECONDED: CLLR. M FOSTER 

6. PLANNING TO BE DISCUSSED

 No planning to be discussed. 

7.  MATTERS TO BE DISCUSSED 

7.1.  A thank you letter for the grant from the PCC  was read out 

 7.2.  A thank you card from Lewis Strange was read out 

 7.3.  The council did not want the bin to be replaced to outside No.7, and saw no reason while it should be moved. It was felt to be in a handy place near the bus stop. District Councillor Paul Howitt Cowen to speak to Highways. 

 7.4.  County Councillor Clio Perraton-Williams has been asked to look into the path outside the Church. Other paths are also in bad condition. 

 7.5.  Land agreement on grass cutting has been agreed with LCC. Mr. R Marfleet is to be asked about the bank area. 

 7.6.  It was agreed to spend up to £150 on the wooden bridge on Beck Lane. The council wondered if any parishioners would help in removing the damaged sleeper and refit the new one. 

 7.7.  It was decided to go ahead with the maypole cleaning and painting.  This because of the 13 weeks it needs the Highway department to organise the road closure. District Councillor Paul Howitt Cowen  hoped he could donate £1000.00. The Parish Council will still attempt to get a grant but if not  will fund it themselves. 

7.8.   We still need 2 new councillors and the clerk to advertise this. 

8.  REPORTS 

 8.1.   A written report from the Village Hall committee was read out. 

We have held two events since the last Parish Council meeting:  Quiz Night with old fashioned games and the Picnic in the Park and Sports Day. Our new committee members are getting involved and are making improvements to the working of the Village Hall. 
We are still trying to get residents and users of the Village Hall to complete the Survey circulated around the village in late Spring.  We need this information to help  us know how to take the Village Hall forward and also to help with fundraising. 
We have been getting more bookings for the Village Hall:

  • A weekly Toddler’s Group; 
  • Women’s Retreat weekend; Wedding Reception; Christening Party; Archaeology  
  • Training Day; Family Parties and meetings for local clubs and groups.
