MINUTES OF A MEETING OF HEMSWELL PARISH COUNCIL HELD ON
WEDNESDAY 30TH OCTOBER 2019 IN THE VILLAGE HALL AT 7.30PM

140123 – Planning at 12 Weldon
The council objects to this application for the following reasons
1. Our council has commissioned the writing of a Neighbourhood Plan (Hemswell and Harpswell) to set the strategic vision and direction for the development of Hemswell over the lifetime of the Central Lincolnshire Local Plan (up to 2036). Whilst this plan is still in draft form, one element of the plan which has been fully consulted upon, was a "call for sites" exercise which, with the engagement of and subsequent agreement by the community and site owners, identified 20 suitable dwellings of the permitted 18 allowed under the CLLP. This site identified in this application was not entered into this evaluation exercise and is not therefore included in the development plan for Hemswell. Having already identified 20 sites of the 18 sites permitted under the CLLP, the council believes their is no demonstrated need for an additional dwelling in Hemswell and specifically at this site.
2. We consider the site unsuitable for development (as per LP4 of the CLLP) as it is not part of the developed footprint of the settlement and relates more to the surrounding countryside than to the built up area of the settlement.
3. The site lies within the Hemswell designated conservation area adjacent to the grade II listed All Saints Church. It is felt that any development of this site would negatively impact both the designated heritage asset's and the wider conservation area's character appearance and setting, affecting the views into and out of the Conservation area.
4. The site does not have direct access onto Weldon Road, but is though adjacent plots. we do not believe suitable access is feasible for this site.
5. The bungalow is higher than the workshop and will affect the neighbouring properties.
Hemswell Parish Council therefore objects to this planning application.
