MINUTES OF A MEETING OF HEMSWELL PARISH COUNCIL HELD ON
MONDAY 16TH SEPT. 2019 IN THE VILLAGE HALL AT 7.30PM
1. PRESENT:
Cllr. C Black, Cllr. B Mander, Cllr. P Huntley, Cllr. M Foster, Cllr. J Roberts
ALSO PRESENT: 1 District Councillor plus 3 parishioners

3. ADJOURNMENT
District Councillor Paul Howitt-Cowan reported- due to the resignation and suspension the conservatives could lose their majority at West Lindsey Council. There are two new committees to discuss a parish council boundary review and a conservation review.

5. MINUTES OF JULY PC MEETING

6. PLANNING TO BE DISCUSSED
139680 – Planning at 4 Weldon Road has been turned down at West Lindsey Planning..
7. MATTERS TO BE DISCUSSED
7.1. A mail ‘drop- in’ in Hemswell, will inform the residents about the road closure and the Pedestrians’ right of way during the work on the Maypole. Finances have been agreed for the work.
7.2. A new asset management list is to be agreed. Mr. Marfleet to be asked about benches etc.
7.3. The salt bin has been removed from Church Street. Clerk to ask for its return.
7.4. The north path on Church Street has been reported. District Councillor Paul Howit- Cowan to chase up. Also the path on Brook Street is covered in moss.
7.5. Wooden sleepers still being sort for the bridge in Beck Lane.
7.6. 2 members of the Village Hall Committee have volunteered to become Parish Councillors. They are Mr. Ross Hazell and Mr. Paul Watkinson.
7.7. The council believes the new library bus is too small to work properly. Clerk to write to county council. Library times to be reported in the newsletter.
7.8. Bank signatures has been returned to the clerk and will be handed into the bank.
7.9. Clerk to report Hemswell phone sign on the B1398, and lack of signage for the turn to Hemswell going towards Gainsborough on the A163 to be reported by the clerk.
7.10. The council to ask the Village Hall Committee if all the newsletters advertisers are up to date with their payments.
7.11. Damaged dog bin, outside the cemetery, to be reported.
8. REPORTS
8.1. Hemswell And Harpswell Village Hall Events:
Saturday, September 28th Afternoon Tea for Macmillan’s from 2.30pm. We are doing it a little bit differently this year. There will still be the same delicious cakes to eat or purchase. Come and support a very worthy cause.
Friday, October 4th Harvest Supper. Details to be advertised.
Saturday, October 26th. An evening of celebration with Freda and Allan (our former Chair and Treasurer) with two musical acts. Alan St John, singer from Lancashire with his dog Jasper (collection for Guide Dogs) and Andrew Wood, guitarist from Lincolnshire. Supper included in the price of tickets. Tickets will be available from 1st October.

West Lindsey Leisure Centre The Active Seniors Programme (50+ Excercise Classes)
Starting Tuesday 3rd September 10.00 – 11.00am. Types of exercise on offer – New Age Kurling, Bowls, Boccia, Seated Exercises and Sports. FREE sessions to start with and then discounted fees.
May Day 2020 will be held on the Bank Holiday Friday, 8th May. It will have a WW2 theme to celebrate VE Day with fancy dress and dancing.
Hire the Village Hall for your event. We are still charging £7.50 an hour, for full day bookings please ask for the day rate.
8.2. Hemswell & Harpswell Neighbourhood Plan Report.
Due to illness the plan is at the same state.
