MINUTES OF A MEETING OF HEMSWELL PARISH COUNCIL HELD ON 

MONDAY 12TH NOV.  2019 IN THE VILLAGE HALL AT 7.30PM 

 

1.  PRESENT:

Cllr. C Black, Cllr. B Mander, Cllr. P Huntley, Cllr. M Foster, Cllr. R Hazell, Cllr. P Watkinson  

 ALSO PRESENT: 1 District Councillor and PSCO Julie McFaul

PSCO Julie McFall stated- she had been to the village on a number of occasions and would keep a look out for speeding vehicles.  

District Councillor Paul Howitt-Cowan reported-  
West Lindsey has approved money for the purchase of some land. 
Gainsborough has given the Red Arrows the Freedom of the Town. 
A new depot for waste sorting, replacing the existing tips for black bin collection is to be purchased. 
The new crematorium should be completed early in 2020. 
English Heritage to take over the management of the Old Hall in Gainsborough 
Community Tax to increase by 2%.

5.  MINUTES OF SEPT PC AND OCT. PLANNING MEETINGS 

 PROPOSED: Cllr B Mander; SECONDED: CLLR. P HUNTLEY 

6. PLANNING TO BE DISCUSSED

NONE 

7.  MATTERS TO BE DISCUSSED 

7.1.    Maypole completed 

7.2.    Asset List completed. Clerk to send out 

7.3.   The salt bin to be positioned to the right and the seat to the left of the drive. 

7.4    The North path on Church Street District Cllr. Paul Howitt-Cowan to contact County Councillor Clio Perraton-Williams 

7.5.   The clerk to get price for 4 wood railway sleepers.  

7.6.   The village hall committee looking at the newsletter adverts. 

7.7.    Documents relating to the cemetery are now kept with the cemetery books 

7.8.    The chairman Cllr. Chris Black has contacted the bank  

7.9.    It has been reported to the highways about signage on the A631 and the Telephone sign 

7.10.   It was agreed to continue with cutting the Parish grass  

7.11.   Speeding in Hemswell has been reported to the police  

7.12.   Hemswell revised register of electors will be kept electronically. 

8.   REPORTS 

8.1    Hemswell And Harpswell Village Hall :

Rosemary Jackson has resigned as the secretary. 

8.2    Hemswell & Harpswell Neighbourhood Plan Report.  

The Neighbourhood Plan Steering group met in October to 

  • review and incorporate as required, the comments to our draft plan provided by WLDC 
  • review and finalise the draft plan for submission to our consultant for updating. 

We have received the amended draft document and will conduct a final review after which we will 

  • Update the Parish Council Website with the Neighbourhood Plan documentation (to ensure links within the document can be maintained) 
  • Complete a Basic Conditions Assessment to ensure the plan meets with all National and Local requirements 
  • Submit the plan for a 6 week pre submission consultation with statutory Consultees 
  • Review comments and amend as required 
  • Generate a Basic Conditions Statement 
  • Submit the plan. 

Following these steps, the plan will be independently reviewed and if accepted, a public referendum will be organised.
