To All Members of Hemswell Parish Council

You are hereby summoned to attend an ordinary meeting of Hemswell Parish Council, to be held on Monday, 15thSeptember 2025commencing at 7.00 pm in the Hemswell and Harpswell Village Hall, Maypole Street, Hemswell.  Business to be dealt with at the meeting is listed in the agenda below.

The meeting is open to the public, who may submit questions or statements in writing to the Clerk by noon on the meeting day. At the Chair’s discretion, before the start of the PC meeting, there will be up to a 20-minute public participation, when members of the public may ask questions or make a short statement (maximum 5 minutes). Matters raised during this session may not necessarily be discussed at this meeting, but may be added to a future agenda or dealt with via post or email. Members of the public are expected to be polite, civil and respectful at all times during the meeting. 

A representative from Illuminate Care Group will be attending this meeting to participate in the Public Forum Session.


AGENDA

1. WELCOME & REMARKS 


2. APOLOGIES FOR ABSENCE – To receive and accept valid reasons for apologies for absence, these having been submitted to the clerk before the meeting.  


3. DECLARATIONS OF INTEREST AND DISPENSATION REQUESTS – To receive declarations of interest as the Localism Act 2011 concerning matters in this agenda and to consider requests for dispensations.


4. NOTES - To consider and resolve to approve the Minutes of the Ordinary Meeting held Monday 21st July 2025, and to sign as agreed minutes.


5. CLERK’S REPORT INCLUDING REVIEW OF ACTION ITEMS– To receive the clerk’s report including review of action items and update of correspondence/communications and outstanding matters and items dealt with under the Scheme of Delegation.  


6. BUSINESS MATTERS FOR CONSIDERATION: Supporting documents circulated ahead of meeting. 

To consider the installation of two permanently mounted, solar-powered Radar Speed Signs on the B1398 north and southern side of the bus-stop/junction with Bunker’s Hill. 

a. To discuss and resolve to accept the revised fee structure and ToR for LALC’s internal audit service. 

b. To review and resolve to accept a new Information Technology & Cybersecurity Policy to comply with the SAPPP Practitioners’ Guide 2025. 

c. To review and resolve to accept revisions to Hemswell PC policies:   i. Grant and Donation Policy   ii. Financial Reserves Policy.


7FINANCIAL MATTERS  To receive the financial report and approve/ratify payments.  


8. PLANNING MATTERS  relating to The Hideaway, 12A Weldon Road, Hemswell DN21 5UG.

a. Outcome of delegated planning decision: Application WL/2025/00581. 2no. additional external doors, fencing, outbuilding. Determined with conditions.

b. Planning Application: WL/2025/00872 Planning application for change of use from residential to alternative educational provision with respite.


9. REPRESENTATIVE REPORTS - Invitations to receive reports extended to County & District Cllrs., Village Hall Committee, and other external agencies and sub-committees as appropriate. For information only. Verbal reports limited to 5 minutes duration each.
