MINUTES OF AN EXTRAORDINARY VIRTUAL MEETING HELD BY HEMSWELL PARISH COUNCIL on Monday 19th March at 7.30 pm
Present: Cllr. B. Mander (BM)(Chair); Cllr. J. Roberts (JR) (Vice-Chair); Cllr. M. Foster (MF); Cllr. C. Black (CB); Cllr. P. Watkinson (PW).
Members of the public: Mr M. Clark (MC).
1. Apologies:
All invitees present.
2. Adjournment for members of the public
MC presented his plans for the internal alterations of 20 Weldon Rd (planning application 142721) and answered councillors’ questions.
3. Declaration of Interests
CB declared that he was the neighbour of Mr Clark (planning application 142721).
4. Approval of Minutes from 15th March 2021 ordinary meeting.
Proposed: MF Seconded: JR Carried unanimously
5. Planning Applications.
5a. 142721 – internal alterations, 20 Weldon Road.
The council reviewed the application. No objections were forthcoming. The council unanimously agreed to provide a comment of ‘No Objections’ to WLDC.
Action: Clerk to respond to WLDC as instructed by the council.
5b. 142693 – signs on A631/B1398/Middle Street Roundabout.
The council reviewed the application. The council unanimously agreed to object to the application based on
- Safety reasons with the potential for the distraction of drivers on this fast roundabout which has poor visibility on all entries.
- The unsuitability of the site for advertising - rural location.
Action: Clerk to respond to WLDC as instructed by the council.
6. Finances.
The clerk advised the council that the precept of £6,800.00 had been received from WLDC on 1st April 2021. The council reviewed their finances. No remedial actions were identified.
7. FY 20/21 Audit.
The council unanimously agreed to appoint Christine Sylvester (CS) to carry out the FY 20/21 internal audit.
Proposed: MF Seconded: JR Carried unanimously
Action: Clerk to provide all documents to CS once CB completes the internal quarterly review.
8. Clerk Recruitment.
The applications for the position of Clerk were reviewed.
Action: Clerk to contact applicants and organise interviews with appointed recruitment panel.
9. May Meeting Date.
The council discussed the issue of holding a face-to-face vs a virtual meeting in May, and the timing of the meeting based on the expiration of the law on the 6th May 2021 allowing councils to hold virtual meetings. As some members of the council preferred to hold a virtual meeting, the council agreed to hold the Parish Council May meeting on Wednesday 5th May 2021 via Zoom
