HEMSWELL PARISH COUNCIL
Minutes of an extraordinary meeting held by Hemswell Parish Council on Wednesday 16th June
at 7.30 pm at Hemswell & Harpswell Village Hall.
Present:
Cllr. B. Mander (BM)(Chair); Cllr. J. Roberts (JR) (Vice-Chair); Cllr. M. Foster (MF); Cllr. C. Black (CB); Cllr. P. Watkinson (PW).
1. Apologies
– none, all invitees (parish councillors) in attendance
2. Adjournment at 19:35 hrs for members of the public.
a. Cllr Roberts addressed the council (as a resident of Hemswell) presenting information on his planning application (143087) and answering questions from the council.
Meeting reconvened 19:45
3. Declaration of interests
Counsellor Roberts declared his interest in planning application 143087 (agenda item 10b) as the applicant.
Counsellor Black declared he was the neighbour of the applicant for planning application 142721 (agenda item 10a).
4. Approval of minutes from 5th May 2021
It was unanimously resolved to approve the previously distributed draft minutes as an accurate record of the meeting held on 5th May 2021.
5. Receipt of Internal Audit Report FY 20/21
The clerk advised the council that the annual internal audit report for FY 20/21 had been received from the council’s internal auditor, which concluded that all control objectives had been met.
Action: no additional financial controls indicated. Clerk to publish audit report on the council’s website.
6. Annual Governance and Accountability Return 20/21
The clerk advised that as instructed at the previous meeting, the Certificate of Exemption had been forwarded to the auditors and all reviewed documents reviewed had been published on the website. An Exercise of public rights notice had also been posted on both village notice boards.
7. Middle Street Bus Shelter
It was agreed in the November 20 meeting that obtaining quotes for the repair of the bus shelter roof should be deferred until Spring 21. The council debated how to proceed, and it was unanimously agreed that in the first instance MF / PW to contact local maintenance contractors to gauge interest and obtain quotes.
8. Brook Street Notice Board
BM advised the council that the Brook Street notice board needed repair, as water was leaking into the enclosure. The council debated how to proceed, and it was unanimously agreed that in the first instance MF / PW to contact local maintenance contractors to gauge interest and obtain quotes.
9. Finance
a. Cheques to authorise.
it was unanimously resolved to pay the following invoices-
i. Clerks Stationary £ 15.92
ii Internal Audit £ 20.00
10. Planning Applications
a 142721, 20 Weldon Road Hemswell Gainsborough
The council reviewed that application and unanimously resolved to offer no comment to WLDC regarding the application.
Action: Clerk to advise WLDC planning that Hemswell Parish Council had no comments regarding this application
b. 143087, Quarry Hill House Bunkers Hill Hemswell Gainsborough
Councillor Roberts left the chamber and played no part in the discussions regarding this application - The council reviewed the application and unanimously resolved to offer no objection to this application provided there was no visual impact to the setting of the conservation area, the gateway into the village, or the Area of Great Landscape Value as indicated by the documents submitted.
Action: Clerk to advise WLDC of the council’s comments.
