HEMSWELL PARISH COUNCIL

Minutes of an extraordinary meeting held by Hemswell Parish Council on Friday 10th December
at 7.15 pm at Hemswell & Harpswell Village Hall.

 
Present: 

Cllr. B. Mander (BM)(Chair); Cllr. J. Roberts (JR) (Vice-Chair); Cllr. C. Black (CB); Cllr. M. Foster (MF); Cllr. P. Watkinson (PW).

4.   Approval of Minutes from previous meeting.

Item removed from agenda - minutes not reviewed.

5.  Village Christmas Tree.

a. For 2021

It was unanimously resolved that the Parish Council should share costs (50:50) with the Village Hall Committee for the purchase of a Christmas Tree for the village with a budget to be agreed prior to purchase.

b. For future years.

It was unanimously resolved that the Parish Council should share costs (50:50) with the Village Hall Committee for the purchase of a Christmas Tree for the village with a budget to be agreed each year prior to purchase.

6. Update on the site meeting held 18th November with a Lincolnshire Road Safety Partnership (LRSP) representative to discuss measures to monitor and control speeding traffic in the village.   

BM provided a summary to the council of the site meeting held with a representative of the Lincolnshire Road Safety Partnership on 18th November 21. The Unipart Dorman DF11 MCB speed indicator device was recommended as the most appropriate device and six locations throughout the village were identified as suitable with the device being easily moved between them.

The request submitted to the LRSP to reposition the 30 mph limit on the Hemswell Lane entrance to the village west of the cemetery entrance was also discussed. BM was advised to seek the support of the County Councillor.

Following the meeting, County Councillor Clio Perraton-Williams was contacted and her support for the repositioning of the 30 mph limit obtained. 

The clerk also obtained a quotation for one off DF11 MCB device with appropriate mounting brackets and ancilliaries totalling £2722.00 + VAT which was distributed to the council prior to the meeting. 

7. Purchase of a Speed Indicator Device

The benefits of purchasing a speed indicator device were discussed alongside the quotation.

It was unanimously resolved to purchase 1 off speed indicator device with mounting brackets and ancillaries as per the received quote. BM offered to install and commission the device if the manufacture approved and it did not invalidate any warranties. The council accepted this offer.

Action: Clerk to enquire if the device can be installed and commissioned by the council, without impacting the warranty. If so obtain a revised quote excluding the installation and commission item and place an order for the unit. If the unit must be installed by the manufacturer then place the order for the original quotation.
