MINUTES OF A MEETING OF HEMSWELL PARISH COUNCIL HELD ON 

MONDAY 20th JAN 2020 IN THE VILLAGE HALL AT 7.30PM 

 

1.    PRESENT:

Cllr. C Black, Cllr. M Foster, Cllr. R Hazell, Cllr. P Watkinson and Cllr. J Roberts   

 ALSO PRESENT: COUNTY CLLR. C PERRATON-WILLIAMS

2.    APOLOGIES

3.   ADJOURNMENT 

PSCO Julie McFall written report - A suspicious circumstance of a male knocking on a door at 21.20 hours but attending the wrong address appears to be a genuine mistake.  

District Councillor Paul Howitt-Cowan written report- A planning application for a four screen cimena at the vacant spot left by Oldrids. The Linconshire Co-op travel branch and post office will be re-sited to different parts of the town centre. The Lea Fields crematorium officially opened on the 20th January 2020. A new plot has been obtained to house the Refuse Depot at Caenby Corner on the Market Rasen Road.

4.    DECLARATION OF INTEREST:

5.    MINUTES OF NOV. MEETING 

 PROPOSED: Cllr. R Hazel ; SECONDED: CLLR. M FOSTER 

6.    PLANNING TO BE DISCUSSED

Planning number 140389 1 BUNKERS HILL was discussed. The council had no problems with this planning. 

7.    MATTERS TO BE DISCUSSED 

7.1.  The Asset Management List was agreed. 

7.2.  Clerk to get in touch with highways to get the grit bin replaced

7.3.  County Cllr. C Perraton-William stated; In the Highways job list there are 328 sites worse off than the pavement on Church Street. But we are on the list to be done.

7.4.   Beck Lane bridge is to be replaced. 4 railway beams have been sourced, priced of £28 plus VAT each. Cllr. C Black to arrange transport. 

7.5.  The bank details have finally been sorted. We now have 4 signatories. 

7.6.  The road signs on the A631 have been completed. We are now waiting for the telephone sign to be removed on Middle Street, the B1398 road. 

7.7.  County Cllr.C Perraton-William stated that 8 gullies on Brook Street will be cleared by jetting.The target for completion is the 27th Febuary 2020.

8.     REPORTS 

8.1    Hemswell And Harpswell Village Hall

Report given by Cllrs. R Hazel and P Watkinson. Because of the change of the May Bank Holiday date the May Day  celebrations will be held on Friday 8th May. This will include a street party.  Because the Village Hall users have different needs the committee is looking into  making the heating system more viable and with better control..  

8.2    Hemswell & Harpswell Neighbourhood Plan Written Report.  

Re the Neighbourhood Plan 

This is still however in draft form and is awaiting the final okay from the rest of the steering group. The main information will be the same hence the reason I have provided it for the councils information. 

  •  The plan has been completed and has now been submitted for statutory consultation 

  • The consultation will last 6 weeks and will finish on the 28th February 2020 

  • The plan can be viewed 

    • on the parish Council Website 

    • a hard copy will be available for viewing in the village hall 

    • a copy can be emailed upon request to philburton@gmail.com 

  • We will hold a drop in consultation event on Saturday 22nd February to answer any questions and to receive comments. 

  • Once the consultation period has elapsed we can amend the plan with relevant feedback and submit to WLDC who will then take over and plan the referendum etc. 

9.   FINANCE 

9.1.    Income and Expenditure was discussed. 

9.2    The precept set at £6400.00 was signed 

9.3.   Cheques to be authorised;

Groundsman Che. No.521 £ 70.00
