MINUTES OF A MEETING OF HEMSWELL PARISH COUNCIL HELD ON 

MONDAY 16TH MARCH 2020 IN THE VILLAGE HALL AT 7.30PM 

 

1.    PRESENT:

Cllr. C Black,Cllr. B Mander, Cllr. M Foster, Cllr. R Hazell, Cllr. P Watkinson   and Cllr. J Roberts   

ALSO PRESENT: DIST. CLLR. P HOWITT-COWAN

11/2/2020 - 2 calls following a house alarm going off on Church Street.  

21/2/2020 - concern for safety on Maypole Street - all in order.  

District Councillor Paul Howitt-Cowan written report -  

The green bin will be emptied more than last year and will still be done during some winter months.  

The Church Festival is on the 9th/10th and 16th/17th of April.

5.    MINUTES OF NOV. MEETING 

 PROPOSED: Cllr. R Hazell ; SECONDED: CLLR. M FOSTER     UNANIMOUS 

6.    PLANNING TO BE DISCUSSED 

 140534; The council had no problems. 

140636;  The council believe this planning has not altered enough from the earlier planning so agreed to object to it as before. 

7.    MATTERS TO BE DISCUSSED 

7.1    The clerk has asked for the bin to be replaced.

7.2    The clerk to get in touch with County Cllr. Clio Perraton-Williams about the path on Church Street. [Action Clerk / County Cllr. Perraton–Williams].

7.3    The wooden bridge on Beck Lane has been replaced with new sleepers.

7.4    We have agreed to do all the grass cutting in Hemswell. 

7.5    Hemswell phone sign on the top road has not been removed [Action Clerk].

7.6    Although some work has been carried out on the drain on Brook Street It has been left with no proper cover and still blocked. The clerk to get in touch with County Cllr.C Perraton-Williams [Action Clerk and Cllr. C Perraton-Williams]. 

7.7    It has been reported that 2 horse riders are coming through the village with 2 loose dogs. They are riding from Willoughton and the dogs are entering peoples gardens and out of control [clerk to report]. Also some dog owners are not  picking up after their dogs. [clerk to put into newsletter] 

8.    REPORTS 

8.1.    Hemswell And Harpswell Village Hall

 Report given by Cllrs. R Hazel and P Watkinson said that because of the Coronavirus pandemic, projects are likely to  be put on hold. There is also doubt that May Day and the street party to celebrate VE Day on the 8th May may have to be cancelled.” 

8.2.   Hemswell & Harpswell Neighbourhood Plan Written Report.  

         Re the Neighbourhood Plan; The drop in consultation event on Saturday 22nd  February to answer any questions and to receive comments was well attended.
